Extended Abstract
Introduction
In order to be able to continue working and survive in today's society where there is a lot of competition, organizations must know the factors of their failure and success and have a clear understanding of them in order to achieve their goals. Physical education programs are carried out by various organizations such as federations, physical education departments and sports boards, and sports boards play an effective role in implementing the programs. In continuation of these tasks, every organization should always know the strengths, weaknesses and challenges according to the changes and its impact on the organization. Also, knowing the weaknesses is essential to focus on the strengths and improve the problems. Make the conditions smooth and be a driving engine for development and opportunities, as Mazandaran province is one of the provinces that has achieved many successes in the field of sports, and with 54 active sports boards, it plays a very effective role in promoting health and sports. Therefore, in this research, the researcher seeks to identify the problems and the purpose of the research is to answer this question: What are the challenges and problems in the sports boards of Mazandaran province?
Methods
The current research was of a practical purpose and also of a qualitative type according to the opinion, which was carried out in the following 3 stages to analyze the challenges and problems of sports boards of Mazandaran province. Content analysis stage: codes related to the research topic were collected with analytical articles. At first, the research information was based on the method of library studies, and the background of the research was reviewed, and a total of 33 articles were reviewed. Interview phase: After the content analysis phase of the articles, semi-structured interviews were conducted with experts in the field of sports management in Mazandaran and the sampling continued until theoretical saturation was reached. Research participants in the interview phase, including the general director and deputy directors of the Mazandaran Province Sports and Youth Department, the heads and deputy heads of the sports boards of the province (including general board, swimming, table tennis, taekwondo, karate, physical fitness) and academic and legal experts. were managerial, economic and political, which were interviewed with 19 experts. The sampling of the research was according to the qualitative method of purposive sampling. After reviewing articles and interviewing people, 145 challenges and problems were identified. The items that had similar content were merged with each other and placed in one category, which was reduced to 47 challenges in different stages of understanding the concepts. Delphi stage: In this stage, the identified cases resulting from the analysis of articles and interviews were compiled in the form of a questionnaire for information consensus. In this way, the Delphi questionnaire in the first round consisted of 47 challenges with two options of yes or no to confirm or reject the items. Delphi group members check the options by choosing yes or no and in response to the question, do you think there is an item missing? They did not add a new item. The consensus criterion of the Delphi group was over 80% agreement. Therefore, the challenges that obtained more than 80% agreement were extracted for the second round of Delphi. This stage included 42 challenges. And in the five-value Likert scale to identify the importance of each item, it was again provided to the members of the Delphi group.
Results
The economic and political challenges were classified into 9 issues, which are the issues of budget wastage, lack of financial resources, weak support from sponsors, financial dependence of delegations, high costs, inability to provide salaries and rewards for heroes, low income generation due to lack of stable and productive income. In the area of human resources challenges, 5 issues were identified, which are the inefficiency of the coach development system, the inefficiency of the talent search system, the authorities' attention to specific sports such as football and discrimination and the weakness of honoring athletes. challenges were classified into 6 issues, and the issue of poor health and safety of places was ranked first. In the management area and in the challenge section, 16 issues were identified, such as some boards not benefiting from a proper organizational structure, the existence of parallel work between boards, improper performance evaluation of managers, lack of transparency in the performance of managers, use of inefficient managers, high frequency of tests and errors in decision making by managers and election engineers. Challenges were identified in the social and cultural field, which include the existence of moral corruption in sports, the livelihood problems of sports officials (athletes, coaches and referees), the existence of a gender perspective in sports and the impact of sports talents on social anomalies, the problem of unemployment and military service. In the field of media, 3 challenges were identified, the issues of media attention to various sports in the boards, poor performance of the media in the sports boards, weak public relations of the boards.
Conclusion
The present research was conducted with the aim of analyzing the challenges and problems of the sports boards of Mazandaran province. In order to analyze these challenges, a background check was first conducted, and then a semi-structured interview was conducted with experts in this field, and finally 47 concepts were identified and extracted. The general results of understanding the concepts show that the challenges in this field are based on various factors. According to the obtained results, these 47 concepts were organized in 6 infrastructure areas with 7 challenges, management with 14 challenges, economic and political with 9 challenges, human resources with 5 challenges, social and cultural with 6 challenges and finally media with 3 challenges. . It should be noted that the management field has the most challenges and the results show that we see more problems in this field, so it is necessary for those in charge to make more efforts in facing sports-related issues and solving them.
