Analysis of Knowledge Management System at the Ministry of Sport and Youth using SWOT-AHP Hybrid Approach

Abstract
The purpose of the present study was to analyze the knowledge management of the Ministry of Sport and Youth as a public authority and the main body of sport in Iran. The research is of a descriptive-analytical type, and in terms of its purpose, it is in the field of applied research. The statistical population of the study consisted of expert managers and people knowledgeable about the concept of knowledge management in this ministry and finally, 18 people were selected as the sample using a purposive sampling method. Using a researcher-made questionnaire, based on library studies and interviews, the strengths, weaknesses, opportunities and threats of knowledge management were identified based on the KAFRA model. The face and content validity of the questionnaire was confirmed by experts and the reliability was confirmed through Cronbach's alpha coefficient. Then, the Analytical Hierarchy Process (AHP) was used to calculate the weight and importance of each of the identified criteria and sub-criteria. The results showed that threats are the most important in the Ministry of Sports and Youth, followed by weaknesses, strengths and opportunities. The lack of adequate protection laws for the knowledge-oriented organization, as well as the suspension or non-completion of projects due to the instability of management due to the change of governments, were respectively identified as the most important threats; Therefore, in the first stage, focusing on eliminating threats can be considered an effective step towards the success of knowledge management in the Ministry of Sports and Youth.
