The purpose of the research to design the Viable systems model of the Ministry of Sports and Youth of Iran. The research method is quantitative-qualitative mixed with an exploratory approach. In the qualitative part, the statistical community consists of experts who have scientific, operational or both expertise in the field of research. According to the information obtained from the Ministry of Sports and Youth, the statistical population includes the members of the Strategic Council of the Ministry of Sports and Youth, senior and middle managers of the Ministry of Sports and Youth, heads of sports federations. The statistical sample in the qualitative section consists of all the experts in the field of sports industry in Iran and their selection was purposeful and by snowball method. In the quantitative section, between 5 and 10 statistical samples are needed for each item. The method of in-depth interviews was used to collect data in the qualitative part and a researcher-made questionnaire was used in the quantitative part. In the qualitative part of the collected data, the Glazer method of data analysis was used. In the quantitative part, exploratory factor analysis and structural equation modeling using PLS software were used for psychometric analysis of research structures. Finally, in the organizational structure of the Ministry of Sports and Youth, Implementing system, coordination system, Integrations system, Intelligence or Development system, and identity or policy system were identified. Therefore, understanding the operational structure, evaluating the complexities in the systems and its subsets, and guiding the effective mechanisms in achieving the goals and maintaining the sustainability of the organization are among the most important advantages and achievements of the Viable system model
